The credit history database of Russia first appeared in 2004 when Federal Law No. 218 "On Credit History Bureaus of Russia" was adopted. According to the legislation, which was amended only once—in 2017 (when changes were introduced for microfinance organizations)—all credit institutions, banks, MFIs, and other financial structures are required to transfer borrower information to national CHB agencies. When generating data in the credit history database for an individually taken borrower, the following information is taken into account:

- Issuing credit cards from banks with a bad credit history. The bank or MFI transfers all information using the history code. In this case, information is displayed on how and when the borrower violated overdue terms, as well as court decisions and other significant factors.
- Borrowers with a good credit history. The information contains which bank and what amount was issued to the borrower, as well as the general procedure for repaying the debt on allocated loans and credit lines.
- Borrowers who have recently turned 18 have no credit history (CH) data. However, banks create initial records containing information about the borrower.
Thus, information can be categorized into three groups of borrowers. In addition, the history contains data on:
- Full identification details of the borrower.
- Credit history code.
- Registration details.
- Name of the bank or microfinance organization (MFO) that issued the loan.
- Credit line amount and terms.
- How loan obligations were fulfilled.
- Overdue payments and violations.
- Dates of overdue payments and amounts of credit obligation violations.

Can you "read" your own CH yourself

The first part of the credit history contains general information about the borrower. The second part contains data on the number and amount of loans taken. The third part contains data on overdue payments and other violations by the borrower. This same part displays information on the borrower's general financial discipline.
To properly read a bad credit history online when applying for a credit card, you need to pay attention to the scoring code. The highest score ranges from 690 to 850, and the lowest from 300 to 500 points. That is, the higher the scoring system, the higher the chance of application approval.

- Level 2. A risky base. This level is assigned to individuals without a specialized secondary education, as well as those under 21 and over 65 years old. This category is naturally risky. However, this level does not mean the bank will refuse to disburse money to a card for someone with a bad credit history. Everything is decided on a case-by-case basis.
- Level 1. An unreliable subjective ranking level. This category includes individuals with a secondary education, single adults, elderly citizens, etc.
There is also the so-called third reliability indicator to help obtain a credit card with a bad credit history. If the indicator shows 0, such a borrower has never taken out a loan at all. Indicator 1 means the borrower has at least one fulfilled or unfulfilled credit obligation to a financial and credit institution. An exception is made for individuals who have recently turned 18. Such citizens do not fall into any category or reliability analysis indicator. In this case, data is analyzed based on employment records—place of work, study, company name, salary amount, scholarship, etc.

Which banks approve credit cards with a bad CH
The financial services selection service invites you to pay attention to the following credit institutions that review applications from those with a bad credit history:
- Home Credit Bank. You can receive funds up to 700,000 RUB, but be prepared for a high interest rate on the credit line.
- Trust Bank. Issues loans to individuals with a tarnished credit history. The maximum possible limit is up to 750,000 RUB, with an interest rate starting from 20% per annum.
- T-Bank. You can get a loan with a tarnished history of up to 300,000 RUB. Interest rates start from 24.9% per annum; even if you violate the terms, the rate will not exceed 45% per annum.
- Renaissance Credit, a credit and financial institution, issues cards with a large limit of up to 500,000 RUB, with rates starting from 25.9%.
- Russian Standard Bank. Those with a tarnished reputation can easily get credit cards up to 450,000 RUB. However, be prepared for elevated interest rates starting from 36%.
- Zapsibkombank. The bank practically ignores bad records in the CHB but requires co-signers. You can get a credit line of up to 800,000 RUB, but the interest rate ranges from 36% to 42% per annum.
