The ranking, compiled based on data from the Central Bank, is regularly updated, although the top ten remains stable for a long time, with the exception of reshuffles among TOP-10 participants.

Most top-ranked participants are popular among depositors, while some are little-known; however, this does not prevent them from being included in the list of reliable ones. For example, Otkritie is less common among individuals, as it focuses more on high- and middle-income clients. The bank's capital has no state investments, and the majority of shares — 70% — are acquired by structural divisions of various corporations.
Among the financial institutions that meet the Central Bank's reliability requirements and where people can safely keep their savings are:
- Renaissance Credit is in the top 20 for reliability and mainly provides consumer loans.
- OTP Bank is among the 50 largest Russian banks, with assets totaling 162 billion RUB in the winter of 2022. It specializes in issuing loans to the population, deposits, and POS lending.
- Pochta Bank is actively developing, increasing its total customer base, which allows it to move up the ranking faster. It is a partner bank of the VTB Group.
Many banks that issue large consumer loans to clients (starting from 1 million RUB) without collateral, but with high interest rates, are also considered reliable.
What is taken into account when compiling the ranking?
When determining the degree of reliability, experts take into account a number of indicators, the key ones being:
- Net assets — the institution's real assets minus debt obligations (net profit). The total amount and changes within the reporting period.
- The number of transactions concluded in the interbank market, including the amount of issued/accepted borrowed funds from other banks.
- The total volume of funds in retail customer deposits. Stable growth / decrease.
As a result, the reliability rating is often headed by the largest players in the Russian banking market. The top ten alone account for 60% of the market, even without taking business scale into account. The term "reliable" as a synonym for "stable" characterizes a company that has been operating in the market for a long time, showing growth — whether small or active — without sharp jumps. Such stability is provided by a financial cushion — authorized capital and a core of regular customers expanding with new ones. The Central Bank sets identical requirements for all second-tier credit institutions, and the absence of remarks for violations also matters in determining the institution's overall rating.
Interestingly, a bank's popularity among the population does not contribute to scoring points in the Central Bank's ranking. First, banks recognized as not very reliable and with small assets often issue loans with increased interest rates, but offer profitable promotions and diverse loan offers. This is how they try to attract clients without taking risks. Second, the size of their own assets does not always reach the minimum level that allows the institution to be classified as reliable, as it raises doubts at the Central Bank about its ability to stay in the market for a long time. Therefore, when choosing a bank, there is no need to rely solely on the Top 50; the main thing is that the institution has a license and a high overall rating.
