Definition of the abbreviation IPGU

The abbreviation IPGU stands for individual recipient of state services. It can be used if an individual or legal entity does not have a UIN, which is a unique accrual identifier. That is, this requisites is applicable to any type of payer, whether it is an ordinary citizen, an individual entrepreneur, or an organization.

IPGU in a Sberbank receipt

We have figured out what IPGU is. But despite the fact that the order came into force back in 2016, not all users understand how exactly they need to fill out receipts with the new identifier and data from which documents need to be indicated. Therefore, let's figure these issues out together.

How to fill out a receipt

Filling out a receipt with the IPGU identifier implies indicating an identity document. This can be a passport of a citizen of the Russian Federation, SNILS, international passport, military ID, and so on. In the case of this requisite, filling out a payment order will look as follows:

Correctly filling out a receipt indicating IPGU

  1. Indicating the document number in accordance with the table of codes established by law.
  2. Placing a special separator — a semicolon: ";".
  3. Indicating the number of the selected document.

For example, if a citizen pays a receipt indicating passport data, they should fill out the field like this: 01;1917025566, where 01 is the document code and 1917025566 is its number.

Reference

When filling out a receipt in Sberbank Online, the program automatically fills in the IPGU identifier after the user selects the required document and indicates its number.

What payments can it be used for

Before this order came into effect, every payer filling out a payment order was required to indicate the UIN or INN, which caused some difficulties for citizens since they might not have had these mandatory identifiers. Now, judging by feedback, paying bills has become easier and faster because when filling out the IPGU field, the user can choose any of the documents presented above.

Mandatory inclusion of IPGU in receipts

However, a small caveat should be made: this identifier can only be specified when paying bills from state institutions. This means that when filling out payment orders for private entities, it is still necessary to indicate the unique payment identifier or individual taxpayer number.

As mentioned above, the list of organizations for which IPGU can be specified includes only state institutions, namely:

  • Ministry of Internal Affairs;
  • Justice authorities;
  • Federal Tax Service;
  • State Traffic Inspectorate;
  • Registration Chamber;
  • Federal Migration Service.

In addition, these institutions include those belonging to budget-funded organizations:

  • schools, kindergartens, leisure centers;
  • state medical institutions.

Conclusion

IPGU is a more simplified payer identifier. Previously, when paying bills, citizens were required to indicate SUIP, UIP, UIN, or INN, which they might not have had, but starting in 2016, when filling out payment orders, they can fill in the details using any identity document: Russian passport, international passport, SNILS, driver's license, and so on. Moreover, IPGU can be specified not only at payment cash desks but also in online banking.
