MIR cards are debit and credit cards as we classically understand them. Their only difference is that they are serviced by the national payment system MIR, not Visa or MasterCard.

Why is such a card needed?

First and foremost, the state created its own payment system to protect citizens receiving budget-funded payments. At the time, this measure was merely a safeguard against potential sanctions. Today, these cards are effectively the only way to make cashless payments abroad.

Although Visa and MasterCard payment systems still operate in Russia, certain payments can only be received on MIR cards. These include:

  • Pensions and other social benefits from the Pension Fund of Russia;
  • One-time childbirth allowance;
  • Maternity and pregnancy allowance;
  • Childcare allowance;
  • Unemployment benefits;
  • Radiation exposure benefits;
  • Monthly payments for children aged 3 to 7;

Currently, these payments cannot be received on cards from other payment systems; the bank will return the funds to the sender if it does not find a suitable account for credit. The money will not be lost, but the process will take quite some time.

How else can you receive benefits if you don't have a MIR card?

If you do not have a MIR card and cannot obtain one, you can receive social benefits through other methods:

  • To an account with deposit and withdrawal capabilities that is not linked to any cards;
  • By postal money order.

Please note that allowances for pregnant women and for children aged 8 to 17 can only be received on a MIR account or card.

What categories are MIR cards divided into?

  1. Maintenance fees. Some banks offer free maintenance without conditions, while others require a certain level of spending.
  2. Cash withdrawal and transfer terms. Some financial institutions offer free withdrawals at partner and third-party ATMs, as well as free interbank transfers. This is beneficial if you perform these operations frequently.
  3. Bonus programs. Some banks may not have one at all, while others offer truly beneficial cashback for both standard purchases and purchases at partner stores.
  4. Interest on the account balance. Specifically on the card, rather than a savings account.
